I am building a frame for a vegetable garden inside the frame. I want to know if I can safely use pressure treated wood to build it.

Just make sure when you buy your wood that is it safe for that application. There are different types of pressure treated wood and the only difference is the chemicals used in the treating. Some are safe for vegetable gardens, some are not. Just tell them you’re using the wood for a veggie garden and need the correct type.
Pressure treated wood used to come only 1 way and that was treated with arsenic. The arsenic would then end up in the food because it was absorbed by the plants. That process has been totally changed but still some processes are more food safe than others.
Of course you can. The veggies will be growing in the dirt, not the wood
