When is the best time of theyear to start planting seeds?

If I started planting seeds in pots, would they be just the right size to transfer them into a garden when it is warm out? I live in Wisconsin so there is still snow on the ground. I don’t want to pot seeds too early if they will be too big to be in the house before the time is right to plant them into a garden.

Depends on the plant!
I generally start plants inside 3 to 6 weeks before planting them out (some take longer to grow to "plant-out" size than others). And different plants get planted out at different times.
I can plant out my cool weather veggies about 6 weeks before the last frost date in my area. So I start my broccoli nearly three months before the last frost date, setting them out 5-6 weeks later. Others (like tomatoes and peppers), I don’t plant out until the last frost date, so I sow inside accordingly (about 3-4 weeks before)

The best time depends on a lot of stuff. Mostly it depends on when you have space for all the seedlings and plants. If you have the space sow the seeds now and grow them on until spring. If you don’t have the space now start a few weeks before the last frost in your area.
Check the seed pack to see how long it takes for the seed to germinate and sow accordingly keeping in mind when you’ll still get a hard frost in your area.
